| Consolidated Board | Formed in 2009 when the Joint Board (tribes, PUD, Bellingham, County) joined the Salmon Recovery Board. | Produced the “Lower Nooksack Strategy” and then presented itself as the duly constituted watershed planning entity for WRIA 1 under 90.82. In response, PSP designated the Consolidated Board as the Local Implementing Organization (LIO) for WRIA 1. These groups now proceed under the banner of the “Watershed Management Board”. | |
